Associate Partner

Julio helps organizations translate commercial strategy into measurable results: new revenue, stronger institutional partnerships, and disciplined financial execution. He combines consulting experience with operational leadership across multilateral development finance and telecommunications, with deep expertise in sovereign lending, pipeline development, B2B commercial leadership, and international business expansion across Latin American markets.

Before joining Theron, Julio served as Colombia's Director and Board Member at CABEI (Central American Bank for Economic Integration) for nearly nine years, managing a sovereign portfolio exceeding USD 500M. Prior to that, he spent eleven years at Metrotel (Telefónica Movistar Group), doubling fiber optic sales and leading public tenders worth over COP $10B. Julio holds a Master's in Financial Management from ESADE Business School, a BBA in Finance from Texas Christian University (TCU), and executive certifications from Oxford Saïd Business School and IE Business School.

  • Managed USD 500M+ sovereign lending portfolio including two Policy Based Loans (PBL) to the Colombian Government — CABEI.
  • COP $10B+ public tender leadership for 800+ surveillance camera infrastructure (Metrotel / Telefónica Movistar Group).
  • Financial structuring and due diligence for a USD 30–32M, 40 MW solar photovoltaic park with an American multinational.
  • Secured USD 2.4M+ in technical cooperation and emergency grants, formalized 3 Memoranda of Understanding with Colombian government entities, and maintained strategic relationships with borrowers and government stakeholders across the full credit lifecycle — CABEI.
  • International expansion of Tucan Marketing Colombia into Guatemala: currently operational as founding partner and board member.
